A year of abstinence? Who, why... What fool came up with this?
This is VERY messy, because they are still assuming that we're oversexed whores filled with disease and sickness. A year, like that changes anything. Straight folks screw all the time, cheat with multiple partners and "ho" themselves freely, but do they have to wait a year to give blood?
