Well first I have to wonder what he is saying before that.

Second, I have to know what this particular act(painting your face black) symbolizes or means within Turkish culture or history. Blackface is wrong to us based specifically on American history regarding it. I doubt that it means the same thing in their country. But you never know, maybe it does.

I just don't think I can judge someone from another country based on American culture and history. I'm sure they are just as ignorant of our history as I am of theirs. But once again...I really don't know! Can you shed any light on these issues? Is he actually saying something that's offensive? Does blackface have a similar meaning to them as it does to us? Do they treat people of darker color the same their as they have and continue to do here? Please educate me! Any help is appreciated!!

According to Rod 2.0, he is saying

"He is making a welcoming speech to President Obama and talking about Turkey's desires for this visit and for American-Turkey relations in general. He is hoping that the good will and hope that is accompanying this visit is not a temporary thing and that this promise of a better closer relationship will truely come to fruition."

I have a hard time believing they are ignorant of our culture. It's not secret about racism or African-American issues. They had to know that it wasn't a welcoming gesture.
