It depends if the apology contains an 'if' or a 'but:
"I'm sorry if ..."
"I'm sorry but ..."
"I'm sorry" is simple and to the point.

It certainly depends upon the sincerity of the apology.
It depends on the apology. If it contains something like, "My best friend is gay..." then it's just another way to excuse the behavior without remorse.
