Maybe I took away the wrong information from history lessons, government lessons, etc. but isn't the President the Commander in Chief?
And didn't in fact Bush just love to use Presidential signing statements?
Why not just sign off that no discharges can take place while it's being debated?
I think there were legal procedures to take that would been hurtles to jump through. Bush used his power, but it was during the war where he had more lead way
