You're put on paid admin leave pending a hearing to determine what should be done with you. If they were to suspend without pay, that is tantamount to saying you're guilty before you have been subjected to due departmental/judicial process. Just like in the real world, you're deemed innocent until proven guilty.
Ok, so now it comes out. The cop IS a racist prick. Good, I hope he gets bounced the hell off the force.
